Cultivation and Manufacturing
The Bureau of Cannabis Control is responsible for regulating commercial cannabis retailers, distributors, testing laboratories, microbusinesses, and temporary cannabis events.
The California Department of Food and Agriculture’s (CDFA) CalCannabis Cultivation Licensing branch is the state agency responsible for licensing and regulating cultivation. It also establishes conditions under which indoor and outdoor cultivation may occur, establish an electronic track-and-trace system to track cannabis from seed to sale, and assist other state agencies in protecting the environment and public health and safety.
The Manufactured Cannabis Safety Branch, a division of the California Department of Public Health, (CDPH) is the state cannabis licensing authority responsible for regulating and licensing cannabis manufacturing in California.
